ALIA elections
Presidential responsibilities
Under ALIA's Constitution and By-law 5, the president is elected in the previous year as vice-president (president-elect) and serves one year as vice-president followed by one year as president. The Constitution and By-laws give additional directorial functions to the president. These include:
- convening general and Board meetings (Constitution cl.11); and
- membership of the nominating committee which oversees the elections of the Association (By-law 4).
Role
To lead the Association as the chief elected officer, to lead the Board of Directors and, on behalf of the Board, to provide broad policy guidance to the executive director in order to achieve the Association's objectives.
Key duties and responsibilities
- To provide leadership to the profession, the Board and the membership;
- To represent the Association, and the profession, in a variety of fora;
- To support the Association and its policies internally and externally;
- To exercise the governing authority of the Board of Directors when advised to do so by the Board;
- Plan and convene Board and general meetings, including meeting agenda preparation in consultation with the executive director;
- To act as the main liaison between the Board and the executive director;
- To enforce adherence to the Association's Constitution and By-laws, and assure the integrity of the Board process;
- To initiate and lead the Board's process of annual performance review of the executive director in consultation with the vice-president (president-elect);
- To review financial reports submitted by the executive director, and to advise the Board of these reports and any necessary actions by the Board;
- To communicate with the membership on a regular basis;
- Have primary responsibility for reviewing the Board's performance.
Commitment
The president should expect to commit approximately one half-day per week to Association business. Some interstate travel (approximately once per month) is required.
Compensation
The president serves as a volunteer and is not entitled to receive compensation for service. However - an honorarium of $15 000 is available to cover the costs of office, particularly travel expenses, or to reimburse the president's employer in recognition of the time required to carry out the duties of office.
At the Board of Directors meeting held 10 May 2001 it was resolved that the Association would provide each president with access to a credit card [$2000 limit] and airport lounge membership for the period of office.
IFLA
The president holds the Association's voting rights in IFLA.
A separate allocation is provided for in the general budget to cover the president's attendance at the IFLA conference should he or she choose to attend in his or her capacity as ALIA president.
Vice-president (president-elect)
The vice-president is elected by financial members of the Association and becomes president in the following year. The Constitution and By-laws give additional directorial functions to the vice-president. These include:
- convening general and board meetings in the absence of the president (Constitution cl.11); and
- convening the nominating committee (By-law 4).
Role
In addition to fulfilling the regular responsibility of members of the Board of Directors, the vice-president (president-elect):
- works closely with the president and executive director to ensure a full understanding of the Board's agenda and issues so that there is a smooth transition of responsibility when the president's term of office ends or in the event the president is unable to fulfil his or her responsibilities;
- assumes all duties and responsibilities along with the title of acting president in the absence or indisposition of the president;
- convenes meetings of the Board of Directors in the absence of the president, exercising the authority of the president as chairperson of the Board of Directors including preparation for and conduct of meetings;
- works with the president as the second member of the performance review committee for the executive director;
- represents the president on ALIA committees or ad-hoc groups as negotiated with the president and Board of Directors; and
- acts as secretary to the company under the requirements of Corporations Law.
