Procedural Guidelines
The ALIA Board of Directors at their meeting on 6th December 2001 will consider the current draft of the Procedural Guidelines for endorsement.
For endorsement
I would like to propose that the following recommendation to amend the Procedural Guidelines, be put to members of the ALIA Library Technicians National Group for endorsement. The amendment relates to point 1. of the Guidelines - Name of the Group.
Point 1 currently reads:
The name of the group shall be Australian Library and Information Association Library Technicians National Group
I would like to propose the following recommendation be put to members:
That point 1 of the ALIA Library Technicians National Group Procedural Guidelines be amended to read:
The name of the Group shall be the Australian Library and Information Association (ALIA) National Library Technicians and Assistants Group.
This is designed to encourage library assistants and officers to join, contribute and participate in the Group and it's activities.

Registration and budget for 2002/Survey results: Newsletter
For information
At the Planning strategy meeting held at Hobart in August, a national newsletter was raised as a possible service to members.
The membership survey results also indicated that communication with members by Groups is also a high priority.
I have factored into the 2002 program and budget, two types of publication
- 1 x bi-monthly (6 issues) newsletter (print and automatically sent electronically to members with e-mail access)
- 1 x annual report (print only)

We need to confirm the details of these publications, or if they are needed.
Newsletter:
- Name of newsletter
- Frequency of newsletter
- Format (electronic vs. print)
- Who will receive newsletter?
- National LT Group members only
- Members of all Library Technician Groups

- Posting onto web-page

: Timing of positing (delayed or straight-away)
- Advertising
- Advertising rates
- How many (and size of) adverts per issue

Registration and budget for 2002/Survey results: Teleconferences and webchats

Teleconferences:
As per the procedural guidelines, the National Library Technician Group program and budget has factored the following Teleconferences:
- Committee teleconference to be held around March 2002
- Executive Committee teleconferences for approximately June and November 2002
As it is expected to have a face-to-face committee meeting during the 2002 National Policy Congress, there seems no need to hold a second committee teleconference.

Web-chats:
ALIA is trying to promote its web-chat service to members. Each Group now has a web-chat link on their web-page.
Could we use this service for additional committee meetings (rather than teleconferences) and/or for discussions on specific topics (such as Conferences, training package review, etc)?
Positive aspects are:
- Members across Australia could participate in meetings/discussions in real-time
- Would be cost effective for the Group
Negative aspects are:
- Timing of meetings to allow members from all time-zones to participate (admittedly same problem for teleconferences):
- Hold chats weekday evenings or on weekends?
- Access to the web may be denied to members (e.g., work e-mail use policy, opening hours, etc.)
- Anything discussed can be accessed by anyone.
- May diminish purpose of libtec.

Conferences: 2003 LT Conference AGM

For the 2003 National Library Technicians Conference, I would like to propose that we consider changing the current General meeting (former AGM) format. While it is important for all Groups to highlight their activities during the conference, is there a better way of doing this instead of trying to fit nine verbal Group reports, plus calls for nominations and votes for the National Committee, into a 30- to 40-minute General meeting?
While we need to retain the General meeting, I would like to suggest that this be limited to a report on National issues/activities and the election of Committee members. Individual State/Territory Group General meeting reports should still be made available to members, possibly in written format.
While the written reports will naturally be referred to frequently during the General meeting, I would like to suggest an alternative way of promoting individual Group activities and the contribution committee members make. I would like to propose that the National Group contact the 2003 National ALIA Library Technician Conference Convenor and organising committee, to request the possibility of using one of the 'invited-speaker sessions' during the conference to present a paper incorporating the highlights of all the Groups activities, plus the benefits of Group membership, Technician networking and achievements, etc. Individual Group reports could be made available during this session and be included in the Conference proceedings, as part of the paper.
There would be no change to the Tuesday (pre-conference) activities:
- National LT Group Committee meeting; and
- National Group forum, to discuss issues of the day.
The above is only a suggested model and open for discussion. We will need to inform Yvonne Brock and the 2003 Conference organising committee of our discussions and preferred option as soon as possible, as they will need to consider if a presentation of a paper during one of the 'invited-speaker sessions' can be incorporated into the 2003 Conference format, without disrupting their plans too much.
