ALIA online content and regulation reference group

Terms of reference

Online content and regulation issues are of central relevance to the provision of library and information services. ALIA has a responsibility to consider and respond to online issue of relevance to its members. The establishment of an Online Content and Regulation Reference Group will assist ALIA to respond to and inform members about online issues.

Purpose

The ALIA Online Content and Regulation Reference Group is to advise the Board of Directors on:

  • public policy and legislative developments of concern to members. Such matters can be referred from or to the ALIA Board of Directors;
  • submissions to government and other bodies on matters relating to online content and regulation. Submissions may be in response to a call for submissions or at the instigation of the committee for lobbying or advocacy purposes;
  • representation on appropriate bodies; and
  • other matters as determined by the ALIA Board.

Objectives

The Online Content and Regulation Reference Group, with the assistance of ALIA National Office will:

  • monitor public policy and legislative developments both in Australia and overseas;
  • draft discussion papers and submissions to inquiries;
  • liaise with other organisations on online matters;
  • act as an advocate for desired online content and regulation outcomes;
  • inform and advise members about online matters; and
  • develop policy statements or documents relating to online content and regulation.

Issues

Issues to be considered by the Online Content and Regulation Reference Group could include but are not limited to:

  • Privacy Act
  • Parallel importation
  • Electronic Transactions Act
  • ALIA Handling of Personal Information Policy
  • Broadcasting Services Act (Online Content) review
  • Digital Divide
  • Authentication and security
  • Equitable online access

Membership

The group will comprise members of the Association with expertise in online content and regulation policy and practices. The group may co-opt expertise as needed in particular areas and which is not available through its members. There shall be no more than six members including the executive director or the executive director's delegate. The group members may elect a convenor from within its membership.

Terms of office

Members will be appointed for up to three years. Members may not serve more than two consecutive terms.

Communication

The group will meet electronically or face-to-face as needed but at least once a year. It shall report as required on matters referred by the Board of Directors, and may refer matters of interest or concern to the Board of Directors for consideration.

Review

The group shall be subject to the review requirements of the ALIA Board no more than every two years.

Secretariat

ALIA National Office will provide secretariat support.
