By-law 3: National Advisory Congress

Part 1: Regional meetings
1. Regional meetings may be held as a lead up to the National Advisory Congress.
2. The program for the regional meetings may be as determined by the Board of Directors in consultation with regional groups, personal financial members and institutional members.
3. The program for the congress may include a discussion of policy and issues of relevance to the sector as a whole; and policy, issues and operational matters of relevance to the association.
4. A financial personal member may participate in a Regional Meeting of the National Advisory Congress and hold those voting rights as determined by the association's constitution and by-laws.
5. The designated representative of a financial institutional member may participate in a Regional Meeting of the National Advisory Congress and hold those voting rights as determined by the association's constitution and by-laws.
6. The group and institutional member representatives and financial personal members attending a Regional Meeting of the National Advisory Congress are invited to select one representatives from the meeting to attend the National Advisory Congress.
7. The regional meetings may make recommendations to the Board of Directors.
Part 2: Voting rights
8. Each institutional member representative and financial personal member attending a Regional Meeting of the National Advisory Congress holds one vote at the regional meeting.
9. Each designated representative to the National Advisory Congress is entitled to one vote on resolutions at the congress.
Part 3: National Advisory Congress
10. The National Advisory Congress shall meet at least once in each calendar year.
11. The program for the National Advisory Congress is to be determined by the Board of Directors.
12. The congress may meet at locations other than Canberra if appropriate, and, if appropriate, be linked to the Biennial Conference.
13. Attendance of elected designated representatives at the National Advisory Congress will be funded from the National Advisory Congress budget.
14. The Board of Directors may seek delegates from ALIA groups and representative bodies as appropriate and these delegates may be funded from the National Advisory Congress budget.
15. Representative may be invited by the Board of Directors from other related organisations but will be self-funded and will not have voting rights.
16. The program for the congress may include a discussion of policy and issues of relevance to the sector as a whole; and policy, issues and operational matters of relevance to the association.
17. The congress may form working groups from time-to-time to achieve matters of business arising from the congress.
18. The congress may make recommendations to the Board of Directors.
