By-law 1: membership

Part 1: Application
1. The notice by which a person is nominated for membership shall:
  1. state, in respect of the candidate, each matter which the executive director is required by paragraph 6 hereof to enter on the membership record; and
  2. with respect to a person who wishes to be admitted as a member, state particulars of academic and professional qualifications and interest in the objects of the Association; and with respect to a body corporate or unincorporated association which wishes to be admitted as a corporate member the name of the person by or through whom it shall act in accordance with the Constitution and these By-laws, and its interest in the objects of the Association; and
  3. contain an undertaking by the candidate to observe and comply with the Constitution; and
  4. be signed by the candidate and, with respect to a body corporate or unincorporated association, the person controlling the body corporate or unincorporated association.
2. A candidate shall give to the executive director such additional information relating to the candidate as the executive director requires.
3. The executive director shall cause each application for membership to be considered and shall make a decision, within thirty days after the application has been received and shall communicate the result of the decision to the candidate and to the Board of Directors as soon as practicable thereafter.
4. A candidate may make an appeal in writing to the president within thirty days after receipt of notice of the decision of the executive director or the Board of Directors. The president shall arrange for the matter to be heard by an appeals committee of three members appointed by the Board of Directors as soon as practicable and within ninety days. The appeals process shall be in accordance with Corporations Law and the Association's Constitution.
5. Where the candidate is, in the opinion of the executive director, eligible to become an associate or technician member, the executive director shall advise the applicant of their eligibility for associate or technician membership as soon as practicable and the candidate shall be required to become an associate or technician member.
Part 2: Membership record
6. In respect of each member the executive director shall keep in the membership record:
  1. the full name of the member;
  2. address for the service of notices;
  3. the place of residence;
  4. the date of admission to membership;
  5. the date when the member became or ceased to be an associate or technician member, honorary member or affiliate member;
  6. the date and description of each degree, diploma, certificate or other qualification of any university, tertiary or technical college or recognised education provider;
  7. each change in the matters mentioned in the above paragraphs of this part;
  8. in respect of each body corporate or unincorporated association, the executive director shall enter the name of its authorised representative.
Part 3: Voting
7. Personal financial members and that individual appointed under the Constitution to act for a body corporate or unincorporated association which is a financial member shall be entitled to vote in any ballot or poll conducted by the Association or its divisions.
Part 4: Honorary members
8. A person shall be an honorary member if:
  1. the person was an honorary member of the Former Association; or
  2. the Board of Directors by special resolution determines that a person has given noteworthy service in promoting the objects of the Association and that the person be an honorary member.
9. An Honorary member who is a personal financial member of the Association at the time of Honorary membership being granted, retains the entitlements of personal financial members.
Part 5: Affiliate members
10. A member shall be an affiliate member who is:
  1. permanently resident outside Australia; or
  2. has been temporarily resident outside Australia for a period of not less than twelve months; or
  3. employed but not employed in librarianship or an allied field.
Part 6: Life membership
11. A person shall become a life member upon payment of the life membership fee, as determined from time to time by the Board of Directors.
Part 7: Associate of the Australian Library and Information Association
12. The executive director may recommend to the Board of Directors that the distinction of Associate of the Australian Library and Information Association be conferred upon a member who makes application and produces evidence acceptable to the Board of Directors that the person meets the conditions for admission for Associateship described in these By-laws.
13. If an application to confer the distinction of Associate of the Australian Library and Information Association is rejected, the member may appeal the decision through the appeals process described in paragraph 4 of this by-law.
14. Members who make application and produce evidence acceptable to the Board of Directors shall be conferred with the distinction of Associate and the Board of Directors shall issue to the member a Certificate of Associateship under the prescribed conditions. A Certificate of Associateship shall be signed by the president and the executive director and shall be endorsed to indicate whether the member has qualified in library and information science.
15. A person may use the distinction of Associate of the Australian Library and Information Association only while the person is a member of the Association.
16. The executive director may require a member applying for the distinction of Associate to prove particulars in a form approved by the Board of Directors.
17. An application for the distinction of Associate shall not be considered unless the member has paid:
  1. all subscription fees due or overdue; and
  2. the application fee for Associateship as determined by the Board of Directors and set out in the schedule of fees, also payable by any member transferring from a different category of membership.
18. A person shall be qualified for the distinction of Associate if the person:
  1. has completed an undergraduate qualification in library and information studies recognised by the Australian Library and Information Association as conferring eligibility for Associate membership; or
  2. has completed a postgraduate qualification in library and information studies recognised by the Australian Library and Information Association as conferring eligibility for Associate membership and either an undergraduate level course or its equivalent in another discipline that has been accepted by the tertiary institution conducting the aforementioned course as meeting the prescribed entry requirements for the course; or
  3. has completed a qualification which is assessed as equivalent to at least an Australian bachelor's degree that includes a substantial component of library and information studies and has demonstrated professional competence accepted by the Board of Directors as conferring eligibility for Associate membership; or
  4. has completed a course in library and information studies that is equivalent to at least an Australian Bachelor's degree and recognised by such other library and information sector associations as shall from time to time be approved by the Board of Directors as conferring eligibility for Associate membership; or
  5. has completed either an undergraduate qualification equivalent to at least an Australian Bachelor's degree or a postgraduate qualification equivalent to at least a Graduate Diploma, recognised by such other professional organisations in allied fields as shall from time to time be approved by the Board of Directors. Holders of a postgraduate qualification must also hold either an undergraduate level course or its equivalent in another discipline that has been accepted by the tertiary institution conducting the aforementioned course as meeting the prescribed entry requirements for the course; or
  6. has, effective from 1 January 1994, completed the Registration Examination of the Library Association of Australia; or has completed the Certificate in Librarianship from the Sydney Technical College before 1976 or commenced the Associate Diploma in Librarianship from Royal Melbourne Institute of Technology prior to 1970, and provides documentary evidence that they are holders of an undergraduate degree.
19. For the purposes of admission to Associate membership the graduate status of courses shall be determined as follows:
  1. For qualifications awarded overseas, the ruling of the Australian federal government body dealing with Australian recognition of overseas educational qualifications shall determine graduate status.
  2. For qualifications awarded in Australia, the ruling of the executive director in consultation with appropriate authorities or persons, shall determine graduate status. If the member disagrees with the decision of the executive director, the member may appeal the decision through the appeals process described in paragraph 4 of this by-law.
20. All persons admitted to associate membership of the Australian Library and Information Association under paragraphs 17(a)-(d) and (f) may use the post-nominals AALIA. Persons admitted to associate membership of the Australian Library and Information Association under paragraph 17(e) with qualifications recognised by other professional organisations in allied fields may use the post-nominal letters AALIA qualified by such indicator of their qualifications as shall be approved from time to time by the Board of Directors.
Part 8: Library technician member
21. The executive director may recommend to the Board of Directors that the distinction of library technician member of the Australian Library and Information Association be conferred upon a member who makes application and produces evidence acceptable to the Board of Directors that the person meets the conditions for admission for library technician membership as described in paragraphs 24 and 26 hereof.
22. If an application to confer the distinction of library technician member of the Australian Library and Information Association is rejected, the member may appeal the decision through the appeals process described in paragraph 4 of this by-law.
23. Members who make application and produce evidence acceptable to the Board of Directors shall be conferred with the distinction of library technician member and the Board of Directors shall issue the member a certificate of library technician membership under the prescribed conditions. The certificate of library technician membership shall be signed by the president and the executive director.
24. A person may use the distinction of library technician member of the Australian Library and Information Association only while the person is a member of the Association.
25. The executive director may require a member applying for the distinction of library technician member to provide particulars in a form approved by the Board of Directors.
26. An application for the distinction of library technician member shall not be considered unless the member has paid:
  1. all subscription fees due or overdue;
  2. the application fee for library technician membership as determined by the Board of Directors and set out in the Schedule of Fees.
27. A person shall be qualified for the distinction of library technician member if the person:
  1. has completed a qualification in library and information studies recognised by the Australian Library and Information Association as conferring eligibility for library technician membership; or
  2. has completed a qualification that includes a substantial component of library and information studies and has demonstrated professional competence accepted by the Board of Directors as conferring eligibility for library technician membership;
  3. has completed a course in library and information studies that is recognised by such other library and information sector associations as shall from time to time be approved by the Board of Directors; or
  4. has completed a qualification at a level at least equivalent to that recognised by the Australian Library and Information Association as conferring eligibility for library technician membership recognised by such other professional organisations in allied fields as shall from time to time be approved by the Board of Directors.
28. All persons admitted to library technician membership of the Australian Library and Information Association under paragraphs 26(a)-(c) may use the postnominals ALIATec. Persons admitted to library technician membership of the Australian Library and Information Association under paragraph 26(d) with qualifications recognised by other professional organisations in allied fields may use the postnominal letters ALIATec qualified by such indicator of their qualifications as shall be approved from time to time by the Board of Directors.
Part 9: Associate fellow
29. The executive director may recommend to the Board of Directors that the distinction of associate fellow be confirmed upon an associate member or library technician member of the Australian Library and Information Association who makes application and produces evidence acceptable to the Board of Directors that the person meets the conditions for admission to associate fellow described in these by-laws.
30. If an application to confer the distinction of associate fellow of the Australian Library and Information Association is rejected, the member may appeal the decision through the appeals process described in paragraph 4 of this by-law.
31. Members who make application and produce evidence acceptable to the Board of Directors shall be conferred with the distinction of associate fellow and the Board of Directors shall issue the member a certificate of associate fellowship under the prescribed conditions. A certificate of associate fellow shall be signed by the president and executive director.
32. A person may use the distinction of associate fellow only while the person is a member of the Association and maintains their continuing professional development compliance requirements.
33. The executive director may require an Associate member or library technician member applying for the distinction of associate fellow to provide particulars in a form approved by the Board of Directors.
34. An application for associate fellow shall not be considered unless the associate member or library technician member has paid:
  1. all subscription fees due or overdue; and
  2. any application fee for associate fellows as determined by the Board of Directors and set out in the schedule of fees.
35. An associate member or library technician member shall usually be eligible for the distinction of associate fellow if the person:
  1. has been an associate member or library technician member of the Australian Library and Information Association for at least five years; and
  2. demonstrates professional/technical and personal knowledge and skills; and
  3. provides evidence of a significant degree of autonomy in decision-making in practice; and
  4. is currently employed in the Australian library and information sector or an allied sector; and
  5. prior to 1 July 2006, the distinction of Associate Fellow may be conferred upon those Associate members and Library Technician members who, upon application, demonstrate that they meet criteria (a)-(d) of this clause and who have been members of the Association's continuing professional development program and have maintained compliance with the program for a period of at least three years and who continue to maintain compliance with the program; or as from 1 July 2006 the distinction of Associate Fellow may be conferred upon those Associate members and Library Technician members who demonstrate that they meet criteria (a)-(d) of this clause and who have been members of the Association's continuing professional development program and have maintained compliance with the program for a period of at least five years and who continue to maintain compliance with the program.
36. Associate members with library and information studies qualifications admitted to associate fellow membership of the Australian Library and Information Association may use the post-nominal letters AFALIA. Associate members with qualifications in an allied field admitted to associate fellow membership of the Australian Library and Information Association may use the post-nominal letters AFALIA qualified with such indicators as shall be approved from time to time by the Board of Directors. Library technician members admitted to associate fellow membership of the Australian Library and Information Association may use the post-nominal letters AFALIATec.
