Harmonisation of Occupational Health and Safety (OHS) laws
Safe Work Australia has been working with the Council of Australian Governments (COAG) to prepare model legislation to give greater consistency between OHS laws across Australian states and territories. Draft legislation resulting from a two-year consultation period will go to the Workplace Relations Ministers Council in December.

Key features of the draft legislation are
- Primary duty of care is imposed on any person conducting a business or undertaking - not limited to employers - to ensure the health and safety of workers and others
- Primary duty qualified by a test of 'reasonable practicability'
- Specific duty of care is owed by a person with management or control of the workplace to ensure as far as reasonably practicable that the workplace, means of entering and exiting the workplace and anything arising from the workplace and fixtures, fittings and plant within the workplace are safe and without risks to health or safety
- Duty of care is imposed on workers to take reasonable care for their own health and safety and that of others and to co-operate with any reasonable instruction given by the person conducting the business or undertaking in complying with the Safe Work legislation

Teacher librarian salaries: industrial campaigns
Some resolution in teachers' pay campaigns has been achieved in the ACT and in Queensland.
In the ACT, teachers have voted to accept a 6.1% pay rise over two years. This is less than the ACT branch of the Australian Education Union was seeking but agreement was reached with the ACT Government in the interests of assisting in the current economic climate. Details of the negotiations and outcomes are at http://www.aeuact.asn.au When the new salary scales are published they will be added to the ALIA website.
In Queensland the Industrial Relations Commission has granted a 4% increase to teachers, backdated to 1 July 2009. Other aspects of the industrial campaign are continuing. Details of the interim increase are at the Queensland Teachers Union website at http://www.qtu.asn.au
The long-running campaign in by teachers in South Australia has moved to arbitration, with the case being heard by the South Australian Industrial Commission. Updates are at the website of the South Australian branch of the Australian Education Union: www.aeusa.asn.au
