Draft guidelines on the national privacy principles
The Australian Library and Information Association (ALIA) welcomes the opportunity to participate in the consultations on the National Privacy Principles guidelines. ALIA is the professional association for the library and information sector. ALIA represents 6500 personal members, 800 institutional members and 10 million library users.
ALIA supports the introduction of the Privacy Bill and the National Privacy Principles (NPP's) upon which it is based. ALIA is currently developing its own policy for the handling of personal information. In adopting the NPP's ALIA hopes to meet international best practice standards, and foster confidence in the use of new information and communication technologies. However, ALIA would like to make a general comment on the exposure draft.
The draft Guidelines are a comprehensive document with extensive legal interpretations of the NPP's. While there is need for a comprehensive interpretation of the NPP's there also is a need for a less complex document that can be easily accessed and understood by those responsible for privacy policy.
As acknowledged by your office, people have limited time and resources and at times may not wish to read the whole of the NPP guidelines. ALIA believes that a complementary succinct version of the guidelines would help readers to identify privacy issues and to apply appropriate practice.
ALIA fully supports the government's work in establishing a world-class consumer protection environment. To embrace the emerging online economy, consumers need to have confidence in the maintenance of their consumer rights and the security of their personal details.
